At the head of this anti-citizen and anti-progress government, which first opens the way to the renewal and re-emergence of neo-Enverism and then also neo-fascism, is the key man of the head of government. Therefore the first question answers itself. If the USA and the governments of the Western countries have placed a strong veto on Albania’s entry into the Council of Europe, this is because these governments know, feel, that an anti-democratic, corrupt government, incapable of reform and of building a state ruled by law, is governing in Albania. What has happened with imprisonments, internments and political persecution, with the suppression of the opposition, with the manipulation of elections, with the control of radio and television, with the turning of the secret police into a party tool, with the destruction of the judiciary, with mass emigration, with poverty and with trafficking, provides the answer to your question. Then what did the opposition contribute to admission to the COE? Nothing. The opposition does nothing other than denounce before domestic and international opinion the real situation in Albania. It denounces the violation of freedoms and human rights, the lack of the rule of law, the suppression of the opposition, the manipulation of elections, financial scandals and government corruption. It is precisely these denunciations, accompanied by facts and documents, that have made Europe see the situation in Albania with its own eyes. Albania’s admission to the COE is a victory for the Albanian people and not for a government that worked against this admission. The Albanian people, with their sacrifices, suffering and patience, with their clear Western orientation, deserve to be part of the European family. (continued on page 4)

Korçë On Friday and yesterday the orphaned young people went twice to the pluralist Committee “For the Salvation of the Orphans.” According to the spokesperson of this committee, Fatos Xhyhysa, the request has been signed and sent by fax both to the government and to the Chairman of the People’s Assembly, as well as to the Ombudsman. The request is: All disabled and orphan pensioners must be urgently released from their homes to obtain housing, so that children in orphanages are no longer held hostage. The former district chairman who “resigned” - the owner of a building with 32 rooms?! The “approval affair of decision no. 44 dated 14 July 1994” was uncovered — Military Police Branch — soldier ASTRIT Çelo was placed at the Vaqarr center, on 20 July 1995?! After the denunciations and the name, the name of the “property” case is becoming ever clearer. According to a decision dated 14 July 1994, number 44, the district authorities granted a construction permit for a building with 32 rooms to a senior local official, who shortly thereafter “resigned.” The documents show that the decision was taken in violation of procedures and by bypassing legal criteria. This case has raised serious suspicions of favoritism, conflict of interest and political ties. Residents of the area ask how it is possible that at a time when ordinary citizens cannot obtain even simple permits, an official manages to become the owner of such a large building. Meanwhile, the case of soldier Astrit Çelo also comes to the fore, about whom it is said that he was placed in the Vaqarr center on 20 July 1995. Why and under what procedure?
